Presidential Decree No. 198 as amended by PD 768 and 1479 was created declaring a national policy favoring local operation and control of water systems, authorizing the formation of local water districts and providing for the government and administration of such districts,chartering a national administration to facilitate improvement of local water utilities, granting said administration such powers are necessary to optimize public service from water utility operations and for other purposes.
Originally, the water supply system of Taal ,Batangas was under the control and supervision of the Municipal Government which was established in 1915. The water facilities included the following: a spring source equipped with five units of centrifugal pumps with capacities ranging from 50 to 60 horsepower (hp); a deep well equipped with a 20 hp submersible pump; a 960 cubic meters (m3) trapezoidal ground reservoir; and 6.25 kilometers (km) of pipelines. Two kilometers of galvanized iron pipes were, however, abandoned in 1940 due to material integrity deterioration caused by severe rust. In 1995, along with other municipal water supply systems in the Philippines, Taal’s water supply system was placed under the control and supervision of the National Waterworks and Sewerage Authority (NAWASA) by virtue of Republic Act No.1383. With the abolition of NAWASA in 1971, the management, operation and maintenance of the water supply system was returned to the Municipal Government of Taal.
In a move to expand and provide potable water supply to the urban population of the Municipality of Taal, the Local Water Utilities Administration (LWUA) assisted in the formation of Taal Water District (TWD). The Water District was formally organized on November 18,1992 under Sangguniang Bayan Resolution No.69 S. 92 TWD was granted a Conditional Certificate of Conformance (CCC) NO. 516 by LWUA on April 5, 1993. Following its formation the TWD, in turn, acquired the ownership and management of the entire system in accordance with Presidential Decree No. 198 (the Provincial Water Utilities Act of 1973) as amended.
The District transferred to its newly constructed office building at corner V. Ilustre and C. Zanchez Streets in June 1997. Prior to this date, it occupied a leased building at corner G. Marella and Samora Street, Taal, Batangas.
TWD was formed generally for the purposes of acquiring, installing, improving, maintaining and operating water supply and distribution system for domestic, industrial, municipal and industrial uses for residents and lands within the boundaries of Taal and conduct other functions and operation incidental to water resource development, utilization and disposal within the water district .
The District is classified as Category C ( at least 3,000 active concessionaires ) water utility agency based on the number of active service connections.Out of forty two (42) barangays, the district is currently serving thirty three (33) barangays with more than six thousand three hundred seventy seven (6,498) active concessionaires to date. Out of 56,327 total population of Taal (as of August 2015) , 31,885 is the total population served by the district.
The Organizational structure of TWD is composed of four functional sections directly under General Manager namely Administrative, Finance, Commercial and Engineering. At present, the TWD is headed by its General Manager, Engr. Gregorio V. Savadera and the total personnel complement of Water District is Fifty One (51) which composed of Nineteen (19) permanent, Seventeen (17) casual and Fifteen (15) job order employees.
The Board of Directors is the Policy Making Body of the Water District..It is composed of five members represented by their respective sector and shall be appointed by appointing authority as provided in P. D. No. 198. The BOD ensures the availability of adequate financial resources and approves annual budget.
